How can I get my dad to get me a turtle?

My dad and i have owned a turtle in the past. I really want a turtle! I keep asking my dad but he just won't let me get one...I have about $400 for the turtle and the setup. Their is also someone selling a complete turtle set plus the turtle for $100! Please What should i do!!! He also won't give me my money either! How can i get it back! When I mean in the past it died because we bought it with a disease and they did not tell us!
